Property Services Division
- Project Development Department,
Project Management Unit

The Project Management Unit's BPI project comprises improvements in three areas:

• Material and Layout Selection Form
The selection form is a document that states customers' selection of materials and layouts from a range of choices available for their purchased units. The process of routing the selection form to the various parties involved including the architect and main contractor was streamlined and shortened. A counter checking mechanism was also incorporated. As a result, a system was instituted to ensure accurate product delivery to customers with corresponding savings in time, labour and cost.   

• Stage Completion
The objective of this process improvement is to streamline the monitoring of site progress to enable the project team to better track the progress of the various stages of construction, such as foundation, reinforced concrete framework, brick wall, roofing/ceiling, internal plastering, etc. Trades that require attention are easily and quickly identified, leading to early resolution of problematic areas that are critical to site progress. The improved process facilitates the timely completion of the various stages of construction and contributes to improved cash-flow management from the timely receipt of progress payments as a result of the stage completions. This BPI project was successfully implemented in Lakeshore, a large, 848-unit development.

• Certificate of Statutory Completion (CSC)
This BPI project seeks to expedite the process of obtaining the Certificate of Statutory Completion (CSC) for our developments. This frees up the time expended by project managers, consultants and contractors in monitoring CSC approvals and enables the earlier allocation of resources to other projects that are under planning or in construction. Having an early CSC also facilitates early collection of the balance of the purchase price from customers and better cash-flow management.

Financial Management Division

The Financial Management Division comprising the Accounts, Finance, Legal & Secretarial and Tax Departments shared process improvements in the following areas:

• Elimination of Manual Processes in Fund Positon Reporting
Eliminated the need for duplicate data entry. Data is now entered into the accounting system only and reports are generated through the system.

• Property Valuation Reports
The number of valuation reports has been reduced from two per year to one, with the report pegged to the end of the financial year. Valuation details are updated in the department's shared drive. The timing of providing valuation reports is documented in the Facility Agreement.
 
• Assignments
Various assignment documents for the same lender are amalgamated into one document, which is adopted for all new transactions. 

The process improvements resulted in significant savings in time, manpower as well as other related fees and costs. With improved data management and better documentation, timely, accurate information can be easily shared and retrieved. With the streamlined processes, paper usage is reduced with corresponding reduction in storage and filing space.   

Property Services Division
- Project Development Department, Estate Management Unit

The BPI project embarked on by the Estate Management Unit sought to achieve improvements in the processes below:

• Approval for urgent works/tenancy works/non-urgent works costing less than $1,000
Elimination of Work Requisition Memo, adoption of standardised Inter-Office Correspondence and simplified Letter of Agreement 

• Application of permit to commence renovation works
Eliminated the need for customers to provide renovation deposits, simplified and combined application form and approval letter into one form, simplified certification of completed works.

• Procurement and extension of service contracts
Arranged validity of contract up till the constitution of the MCST, included an option to extend services from the constitution of the MCST up till the convening of the first AGM, exercised option and issued one page letter to extend contract in lieu of repeating the entire procurement process. 

The time saved as a result of the streamlining of the above processes enabled the Estate Management team to spend more time engaging our customers in the estates developed by Far East Organization. The Estate Management Unit recorded a total of 88 occasions of meetings with customers during 2006, a significant increase from the 46 occasions in 2005.
